If the countries are coming to the negotiation table can't he wait at least some time before blindly announcing tariffs on any country and then threatening to increase them ? His own trade secretary was arguing in favor of tariffs in the House of Representatives before someone informed him that the tariffs were paused. Even his own personnel dont know the full picture
i dont think thats really flip flopping, hes rewarding good behavior on countries that dont reciprocate, really simple. he can also afford going heavy on china that way instead of fighting 10 fronts
My point is he could have at least waited before introducing more tariffs. Let the countries think out the base tariffs. His administration is so quick paced on this that the trade Secretary didnt know about these developments.
