No serum that you can buy will beat homemade vit C spray in terms of effectiveness or price. Just buy a bag of L-Ascorbic Acid (pure vit C) and mix it with water in a UV resistant glass spray bottle and you’ve got the strongest serum possible for the lowest price possible. It will burn at first but this is normal. That or you’ve mixed it too strong.
I spent 20 quid and my serum will last a good few months while being significantly stronger than 99% of the market.

Aye anything that says ascorbic acid or L-ascorbic acid (same thing.) I’d recommend looking on Amazon etc for a big bag of it though. Will be far more cost effective long term.
