Water retention for clear skin?

My skin is being going downhill throughout the years and I'm gonna start taking action, I bought retinol and I'm motivated to keep my face clean.
Heard you need to actually retain the water you drink for it to take effect on your face, is this true? Also can someone elab what retinol does to the face?
