It very much depends on your nationality. In some countries growing at 18/19 is the norm. In every country late bloomers are not rare. They are slightly uncommon but happen often. Its not some genetic anomoly. You should puberty max if your under 20

most people's spines fuse around 17-20 so ur right, its rare to gain more than the regular 0.5-1 inch after 17
