Nope. Absolutism emerged in certain European states in the Early Modern Period (1500s-1700s).

In most European polities, during by medieval period power was negotiated based on local custom. Almost all European polities had some version of a parliament/diet which represented the interests of the nobility, clergy and in some polities such as Aragon the merchants or free commoners.

Kings themselves had virtually no influence on the local level in their realms. They could not easily change laws, and even if they did new laws were seldom enforced due to poor communication and the lack of a strong centralised bureaucracy.

Sure, serfs suffered great oppression, but that was by individual local lords, not by the king himself- that cannot be characterised as authoritarian.
