What causes small eyes?

Just saw this girl with a head the size of my ballsack but her eyes were fucking tiny
Like most people I see with small heads have pretty big eyes but her eyes were tiny as fuck.

Is this just insane bonemass around the eye?

it's all orbits. human eyeball size barely varies, like 2mm at most.

People dont have small eyeballs

She had deepset hooded eyes
