WHAT CAUSES THOSE RED LINES AT THE SIDES OF THE EYES? Lateral orbital rim recession?

OR

Is it like what is described in the reddit link, "Hi! I’ve had this crease since I was super young and it’s actually just a spot near your eye where you have less fat&muscle tissue beneath your skin, allowing your veins to show through"

Is this a BONE or a SOFT TISSUE issue?
