what is this muscle and what solve looks like it and is it genes or training ??

im trying to know about it everything i just cant find alot about it and it looks connected to the jaw but alot of normal people have it look normal and good?( i know im using a model and a random person photo i just couldn't find exmapls?)

thats not a muscle, thats the hyoid of the jaw. there is a muscle there called the massitor that you can train but i personally wouldn't.
