what makes hollow cheeks?

not everyone can get hollow cheeks, why?

is it the width of cheekbone? prominence? I genuinely don't know.

sometimes people's "hollow cheeks" aren't aesthetic sometimes they are,,

why? please explain so I can piece it all together.
