That's sort of the issue. Once you've rated enough faces you can begin to form some sort of comprehensive framework and it'll get more and more accurate as time goes on, but you can't ever be objectively sure that person X is whatever percentile. You just feel it.

There's probably some truth that, and a whole host of possible reasons why. It's a very flawed system, but it's the best we have.
