You do got potential dude.

Unsure if you can improve that horrid eye area, but i guess you could just do the basics (debloat, gym, eat healthy). I would also try and naturally optimise your growth hormone as much as possible, by sleeping 9 hours, somewhere between 9 and 10pm, heavy lifting, sprinting, and being active.

Also change you haircut, I am unsure but it looks off. I would not pt too much bulk at the sides through, your face is very tall.

Your bones look good, no recessed maxilla in sight, so you're fine, really.
