You do got potential dude.

Unsure if you can improve that horrid eye area, but i guess you could just do the basics (debloat, gym, eat healthy). I would also try and naturally optimise your growth hormone as much as possible, by sleeping 9 hours, somewhere between 9 and 10pm, heavy lifting, sprinting, and being active.

Also change you haircut, I am unsure but it looks off. I would not pt too much bulk at the sides through, your face is very tall.

Your bones look good, no recessed maxilla in sight, so you're fine, really.

you look good for your age idek why your worrying about this and also the facial bones develop so much during puberty so you will 100% be seeing improvement without even doing anything unless you like purposefully mess it up
