Historically, for much the same reasons as they moved to the next town. Moving to Sweden has been as difficult as moving from Helsinki to Turku for most of history, except for the period between 1810 and 1917. Jobs and love, basically.

During the 16th to 18th centuries, Swedish authorities wanted some northern areas of present-day Sweden to be more settled; there were natural riches in the form of timber and ore. To this end, Finns who settled there got tax rebates, and to this day, some areas are known as “Finnmark”, as in “Orsa Finnmark” and “Kramfors Finnmark” and do on. At this time, Finland was seen as an integral part of Sweden, and Finns were Swedish citizens.

From WWI and up to about 1980, Sweden was also very attractive to Finns because of the jobs available in industry. Plus, of course, it was close enough that you could go back “home” frequently, and there were always Finnish-speaking communities in any industrial town.
