To the extent you showed, it's really not possible without surgeries that will fuck up your smile

However if you'd like to decrease the length of your philtrum, you could conisder the following:

1. Non permanent, temporary slight fix: Pouting
just blowing a bit of air into ur lips and holding it there, women do this to fraud all the time

2. Growing some facial hair over ur philtrum
for a skull like yours, having a goatee usually looks good, give it a shot and it'll cover ur philtrum

3. Lip Flip
Pretty cheap procedure, only a couple hundred euros, do some individual research on it but its an alternative to lip filler
