Im 15 and I have dwarfism. There is hundreds of types of dwarfism so im not like the actual tiny dwarfs but It does result in me being like 4,10 at 15 so is there anything i can do or is it over

This is genuinely brutal, almost shed a tear for you bro. Only thing that can help you is limb lengthening surgery when your growth plats are closed, but even that has its limits. Sorry to tell you this but you’ll always be short
