Are these numbers the result of creating a new profile in the location? Or is it a result of using passport mode to switch to the location and then buying a boost?

Cause I got 30-40 my first day where I live (tier 2 US city) but when I switched to other tier 2 US cities or even Warsaw Poland with passport mode (even with a boost) I only got 3-5 matches within the time of the boost
