It's because .com is smaller than .org. The policies between the two sites are not very different, if anything .org is harsher in a lot of regards, but when a site makes like 5 posts in 1 hour, it's easier to moderate content. On .org, there's too much, so if users are not reporting the content it's easy to miss it.
