you can have high hairline without having big forehead. and big forehead without having high hairline.
Big forehead is usually not linked to the hairline, it's just having a big neurocranium, while high hairline can even be found on narrow forehead

The neurocranium isnt influenced by the splanchnocranium, so if you have a small orbital complex but a big neurocranium the upper part of the forehead is much larger compared to the lower part
