What’s wrong with my eyes/eyelids/eyebrows and how can i fix it?

I attached a picture of my eye area, in this picture i am looking up and it is a terrible angle so it is a little exaggerated compared to what it normally looks like, but it shows that my eye area is a little messed up. What’s wrong with it and what can i do to fix it?
