When do growth plates ACTUALLY close?

According to popular threads, the legs close at 17-19 and the spine at 23-25. Then how come nobody grows until 25? The entire internet says they close when puberty is finished, so what gives?

Depends on person to person i am 17 and i think i am done at 185 but my cousin is 3 years older than me and last year he was 174 but now he is 177
