Depends, to some it might subtly change even in their 20s, so if you're in puberty you're still in tge perfect window to grow it.

Eating hard/chewy foods isn't correlated to jaw growth, only masseter hypertrophy.

To grow it maximise hgh/test during puberty naturally or with enhancements

Increase test and hgh naturally by working out and eat a lot of protein. If you want to enhance take test and hgh but always get bloodwork done and if things go south (hormone inbalance) use aromatane inhibitors (or what its called) to not stunt growth
