Do a gentler bulk and cut then.
I just did a relatively gentle though daily consistent bulk, over ~4 months I gained ~10lbs, did a gentle cut the past month, lost ~2lbs and back to prior bf%. Still progressing on my lifts. Net gained: ~8lbs muscle. (136lbs to 144lbs)
Your bulk should be comprised of whole meals with sufficient protein and macros and your cut should be gentle not steep.
