Minoxidil could kill fibroblasts (in vitro study), but Im not going to say it will decrease skin quality with 100% certainty. Truth is we still don't fully understand minoxidil. Strongly advise beta blocker if ur taking this route though, to avoid heart problems ( i took propanol as I said in the thread) . If you want more details or have specific questions let me know. Probably one of the only users here who has taken experimented with it (2 years ago for 6-7 month period).
