take into consideration: risks, costs, how bad the recovery time (if theres any) and ofcourse final results.
this poll is about average jaw (lets say "0" is a bad jaw and "1" is average then im talking about 0.7 - 1 jaws if that makes sense)
 
Implants>bimax>fillers>>>>beardfraud. But it depends on the type and severity of the deformity. For a bit of angularity fillers are ideal, but for creating overall lower 3rd volume they are a poor choice.

if you have some type of reccesion or missalign jaws so bimax obvoiusly, id you have decent foword growth but lack of jaw width than implants

Osteotomies wont produce significant results if you aint recessed. If you are they are the best option. If you are not and just lack angularity/bonemass I'd choose fillers
