Which surgery can make your eyes more narrow?

I have quite big eyes. I want to decrease the height of my eyes by lowering the upper eyelids. So far I can’t find a name for this surgery. Does this type of surgery exist? The guy in the photo has achieved such thing, but I don’t know how it’s done.
