So elites on one end disencourage procreation and nuclear family (most efficient social arrangement for procreation to date) and on the other hand encourage mass immigration

I think he meant really rich, not upper middle class. In Russia rich who ain't too occupied with work have plenty of kids usually and almost never live in the cities. Lower class, lower education people tend to reproduce more. Government pays for having multiple kids so certain populations, like Gypsies, breed a lot. People also adopt multiple children to get govt benefits for them, while treating them like "Just bare minimum so the kids won't die of starvation or won't be taken back".

Did you mean to ask “being uncircumcised isn’t haram”? Then the answer is no, it’s not haram — it’s sunnah, but not mandatory / obligatory at all. You can be uncut and Islamic, reverts wouldn’t have to get circumcision and even if you’re from an Islamic country you don’t *have* to get circumcised. But a lot of muzzies aren’t aware.
