Genetics. And I'm a black guy and even I know this. African countries have draconian measures to keep us black people in line. The western justice system with rights and privileges and focus on rehabilitation might be good for a majority white or rice population, but it's not suitable for a majority black population. With a majority black population, in order to keep the peace, the punishment must be immediate and painful.
