Why are primates/apes considered smarter than other animals?

Dogs are dumb tbh. I like dogs but they’re pretty dumb. Cats are smarter.

It's sort of like how humans were until recently not even considered animals at all because we're so 'special' apparently. There are actually very few objective arguments for primates being that smart. They're not even the only animals that use tools.
