Keep in mind, their culture is influenced heavily by Confucianism. Your appearance is a huge marker in such a philosophy. Not to mention, Japan and Korea as a whole used to view beauty as a sign of modernity. South Koreans especially view surgery as a sign of success from what I can see as an outsider.

While Korea and Japan had explored the economy, China just started opening theirs up. China is also awfully regionally diverse with some 1.5 billion people; it simply cannot be as homogeneous a beauty culture. As I said earlier, Maoism and even post-Mao really emphasised collectivism and really downplayed individual vanity.
