Doesn't matter if they're a Scandinavian qt, if they can't speak English or speak broken English I consider them low iq and subhuman. If you don't speak English in the 21st century it's the equivalent to living in a cave.

Every non-rural low-iq farmer in 1st world countries should be able to speak English. It's the most international language and the language of High IQ business. I've dated 2 Euro girls who were fluent in English and can't imagine how it would be if they spoke broken English.
