why do some people never go fully bald?

this guy (70m) started balding at his late 20s, but it seems his hairloss stopped, he has a bald spot on his crown, but somehow there is no thinning, he started balding in his late 20s but he's now 70 and his hairloss has stopped, otherwise he would be fully bald, why is that?

nope, i can confirm he does not uses fin, his hair is not growing on the bald spot, but its not getting worse
