Probably because it's already very expensive, so they have no reason to make it more expensive. It's the same situation in general with any more exclusive and expensive product, regardless of inflation, it stays pretty much the same..

Not true in the netherlands.
We have anonymous drug-testing services from the government, I regularly go there to get my stuff tested to see if it's legit and find out about the purity.

This is because the government wants to know what is being sold and to prevent people from getting ill because what they think they bought, isn't what it really is.

Cocaine here has always been stable at ~80% purity for decades.
There's official government documentations from the testing done by these anyonymous drug-testing services.
