Why does this happen? They seemingly have perfect conditions to have at least 2 births per woman, like they did not a long ago.

Yet, they are far away from replacement levels now therefore needing foreign migration long-term with the consequences it supposes.

high birth rates (3 and over) is a pipe dream, the living structures and incentives simply don't allow it, hardly anyone lives on a farm anymore to justify having so many kids, salaried life in the cities isn't made for lots of kids, but most people would still want to have some kids if they can afford it which is why the max plateaus at 2-2.5 under better conditions.
