No, I doubt there is anything neurologically different about them than someone like me. They are just extremely negligent and resistant to anything that doesn't fit their ideologies. In America especially. During my final year of high school, I lived in Jewmerica. So many blacks had countless opportunities to advance their education and social life, but they chose to suck on arsenic in the slummy bathrooms and dress with Polyester clothing down to their knees.
