Why is most people PFL small?

My PFL is 32mm so above average but nothing crazy but most people seem to be like 29mm on average. Wouldn't it be better if everyones PFL was like 35mm?

Because most People is subhuman

because 90% of people have trash cranial development which means subhuman narrow orbits (low pfl and low ipd as well in some cases)
it's all about the cranial base
