Androgens do not change the pigmentation in any way as far as I know. Estrogens and progesterone can do.

Some fair-coloured women have genitals of a pink colour, as you could imagine, the male counterpart will not have dark ones, instead will conserve a fair and pink despigmented tone. So no, not everyone experiences pigmentation within the beginning of puberty. The change of colour is especially noticeable in middle eastern/south asian/amerindian people, where the genital look like they could belong to a black person.
