Why is the dicrepancy between the penile lenght of Vietnamese men and East asian men so big?

Vietnamese men are 6 inches on average, very close to the 6.2 inches average of white people.

East Asians (Chinese for example) cap at 5 inches average at best.

Why is this the case?
