If I was the ticket holder I would not claim it immediately either. Mostly because I would be concerned about security. By State law they can declare being anonymous, but there are still people in the government or your bank that would know the details and could out you to the media, or nefarious figures, for a few bucks. Before declaring I would sell my current home and buy a home through an attorney in the name of a trust or LLC that is in a gated community that I could hide in.

all good suggestions, but people who have an IQ low enough to fall for the lottery scam don't have such foresight

also sometimes lottery rules prevent you from claiming anonymously

but assuming it's possible, i'm sure it's possible to make it pretty much impossible for anyone to discover your identity. there are lawyers who'd be very willing to help when they discover how much you've won. hell, with a billion dollars you could get congress to pass a special rule just for you

the main problem remains however. the winner's low IQ is suddenly in charge of 300 mil, and it's been in spending mode its whole life. investing is a completely foreign concept. it looks so dumb to us, like why don't you just invest and live off 30 mil/yr and be rich forever. but as history shows, lottery winners go broke regardless of jackpot size, and the curious thing is, it takes them more or less the same amount of time to go through their cash, an average of 5 years
