I looked on limblengtheningforum and it's possible considering one Iranian doctor was listed at around 5k USD. That sounds very sketchy though; it's a low cost for the relative amount of labor needed for LL.

5 cm is conservative for femur
Paley sets recommendation as 7-8 femurs and 6 cm tibiae before complications tend to set in
Of course the lower is "better" but ideally one would not be doing this at all
