Applying tretinoin and moisturizer together. Which one first?

Since my shit skin is delicate as fuck it can't stand tretinoin alone so I'm gonna buffer it with a moisturizer, in what order would be best to apply them?

Gentle cleanser. Dry face with a towel in a gentle manner. Wait 5 minutes for completely dry face add retin-A wait 20 minutes then moisturise

Shouldn't one wait longer before applying tretinoin to be sure skin is completely dry? 5 min seems a bit short.

So you suggest tretinoin first. Thank you.
