This is my 1000th ascension plan because the other ones were retarded.
I had shit like natrual testmaxxing and MK-677 on them, so yeah, this is the one I'm going to follow.
I know I’m not going to reach Chad, I’m not retarded, it’s a joke.
These are my stats:

15 years old (almost 16)
66 kg (I know I'm skinny asf)
190 cm (parents are 206 cm and 177 cm)
HLTN
Late puberty
Get a huge cawk
Be Chad
Have David Laid's physique

Apply DHT gel ED.
Cialis + air pump,a 2-minute session, ED.
Kegel and other exercises that help down there.
Hang weights on it (IDK if it's safe).

Dye brows light or dark brown EOW.
Dermaroller 0.5mm EOD, 6 minutes on each brow.
Castor oil ED.
Topical minoxidil ED.

Tint eyelashes blue-black EOW (might switch to a lighter color, I’ve been told it looks weird).
If I’m brave, I’ll buy 0.03% bimatoprost. I know about the fat pad thing, so I’ll be careful, and even if it goes wrong, my fat pads are already shit.
Castor oil every night.

5 mg GHK-Cu: 5 days on, 2 days off.
MT2 250 mcg daily until I’ve achieved the tan I want, then 125 mcg to maintain.
If I don’t do HGH, then I’ll probably do 1 mg CJC-1295 w/ DAC twice a week + Ipamorelin.
Maybe teriparatide for bone, lmk what you think.

Here's my take on it, if I don't go over anything it's because I don't see anything wrong w it.

DHT gel and traction devices are fine. Kegel and such exercises work, but not for length they're useful for people with performance issues or trouble holding their pee (like old people or women), but they won't do much for length if that's what you're after. Hanging weights on it... Works, theoretically, but it basically does it by damaging your penile tendon, I don't think the extra cm is worth it.

Dermarolling is good, 1x/week frequency is probably fine. I do not think you should tan (through MT2) or fake tanning, in your case, I think it would make your coloring worse? Personal opinion though, aside from the fact that you need to be exposed to sun for MT2 to work and the fact that the sun damages your skin, it's not bad to experiment.

Your skincare is fine but it depends, it depends on the cleanser and moisturizer and your skin type. LRP tends to be a brand that makes very gentle and hydrating products, good if your skin is dry, but if you're more acne-prone or oily it could actually be an issue! Make sure these products are skin-appropriate, I'd also throw retinoids and acid exfoliation (either AHA or BHA depend on your skin type 1-2x/week).

I'm generally against steroid usage, but you're hella tall, so I wouldn't doubt that muscle building is hard for you, just do it safely. But what the hell do you want AI and HGH for? You're 6'3", that's taller than like 95% of people in the world, I do not think it's a great financial or health investment.
