Previous reports showed that astaxanthin could reduce tyrosinase activity and prevent melanin synthesis by inhibiting auto-oxidation of dopa and dopaquinone, and as a result, the amount of melanin was decreased by 40% with no change in cell viability of B16 mouse melanoma cells [10]

I know the study was done on mice.
However studies have been performed on humans showing astaxanthin reduces sun damage and helps with sunburns

This may be why less melanin is produced as the antioxidant in astaxanthin helps with sunburning/sunburns thus less melanin is needed for this purpose and thereby less produced

It makes skin red.
Because it's a carotenoid which often have other properties

Reducing melanin will make skin more pale
Again this is in mice and may or may not reduce melanin in humans

It's used it Asia as a skin product because the effects on collagen and the possibility of reducing melanin and therefore whitening of skin

Just posting this claim from a study which referenced the finding in another study I can't access
