His name was NukaZeus, in his case it worked because he wanted to be black. So he just injected a shit ton of melanotan so his body would produce as much melanin as possible, making him black for a time. Unfortunately he had to stop because it was too expensive, the amount you have to inject for this effect is absurd. If you're rich this is actually a pretty big looksmax as it allows white dudes to get the BBC halo. He was such a legend

But yeah unfortunately going the opposite way (becoming whiter) isn't really a thing
