I wanna start to hit gym soon and want to get to 200 pounds and be a mogger.

Don’t know, but somehow you look lean and have breasts at the same time. If I didn’t know any better I would have wanked to you

my lower chest is underdeveloped for some reason
 
probably around 14%

don't make your routine too complicated, you don't need much more than a few solid compounds and some isolations for the muscles that lag, but you won't know which ones those are until you start.
