Can the facepuller reduce vertical maxillary excess and rotate your maxilla counter-clockwise?

Yes, it does rotate the maxilla counterclockwise since you are pulling it upwards and forwards.

And this rotation makes the maxilla appear to be slightly vertically shorter so if by vertical maxillary excess you mean a long midface then yes, it does help reduce it, but very little.
