Did I get scammed on Indiamart

Dude is saying the shipping went from India to US and now it’s coming to me in France. Is this legit?
He’s got all the certifications on Indiamart and he’s super responsive, but I ordered it 3 weeks ago and haven’t got a tracking update since it got “delivered” in the US on Wednesday.
