Well I think an important point you overlooked is the difference between hebephilia and pedophilia.

Deep down people know attraction to teenage girls is normal. And they have the mental capacity to consent. They are not as mentally developed as adult women, but they are not completely ignorant either. I think the average normie (especially young adult women) want to suppress the distinction.
