Alright, this is purely from my experience, but catching someone staring at you repeatedly, is most likely a sign of interest. I rarely keep glancing at people I consider friends and I don't think most people do. It depends on the context though. A classmate asking you to go to the cinema with her friends could be an IOI but it's most likely a friendly gesture.
