There is no cream for that shit, only volufiline may have some effects and I believe it’s cope.
Maybe if you are from india u can get the pioglitazone cream. If not realistically only things u need for easiest formulation, raw powder (1gram) from china, oleic acid(5grams) and random cream u can put all of this shit in (96grams)

The thing is there are no concrete studies on humans that conclude that PPAR-y agonism significantly reduces puffiness, the predictions are made from basic animal models that it could help in humans too. That is not to say OP is wrong, but the effects are predicted not established by clinical trials, so I am interested in knowing how much does it remove puffiness. Some alternatives containing PPAR-y are linoleic acid(mild) and punicic acid (pomegranate seed oil). Non PPAR-y options include trying caffeine creams to reduce fluid retention but it may not work

If you have puffy under eyes not just lack of fat mass under the eyes, the reason could be local inflammation , systematic inflammation, fluid retention, lack of sleep, stress, aging sagging ur fat and skin. Pioglitazone have shown anti inflammatory effects in the studies which can improve puffy eye bags in some cases, if your dark under eyes are not caused by lack of bone mass or fat tissue there are better ways to fix them
