fairly new to working out

my frame and delts are passable(20in bideltoid, 11in waist width) but my arms are 11in unflexed, my back has nothing on it though i can do 12 pullups and i just look like a skinny nigga ??

are some people just incapable of growing arms

Is your split optimized? is your nutrition optimized? is your sleep optimized?
 
then your arms probably aren't gonna grow to the max potential then lol, for all you could know you could have a arm dominant physique

does nutrition go beyond caloric and protein intake? i could probably do something for that but otherwise i'm limited to 6 hours of sleep and 2 real workouts a week(the rest being some endurance bullshit)

I don't know what you mean by "beyond caloric and protein intake" but if you're referring to dieting like caloric surplus or so on then no? If you eat a consistent amount of whole foods you'll most likely won't have to worry about micronutrients so all that's left to worry is about calories in vs out. I assume you want to gain mass considering you want to grow your arms so staying in a surplus would do well, especially as well since your still in noobie lift gains. Nothing 2 extreme though.

Most amount of sleep possible is the goal doesn't HAVE to be 8-10 hours everyday

Are you limited in time in your 2 workouts as well?

Not limited by time, i have the weekend free which is the 2 days i do my workout

in a couple months i'll be able to do a 4 workouts a week split though

you'd most likely benefit from a u/l split then, but add emphasis to your arms (an extra exercise for the part of the arm you specifically wanna train), spend a good amount of time in your gym 2 atleast make sure your hitting everything once a week
